Who used and what was the purpose of the rosettea stone?

The Holy Stone of Rosetta used to be a Class II relic. I heard it was recently upgraded to a Class I, which oughta do wonders for ticket sales.

The purpose of the Rosetta Stone was to allow all Egyptian citizens of the fifth century B.C. to read it, which was why it was inscribed with two Egyptian scripts and one Greek. Napolean discovered the stone in the late eighteenth century on his campaign in Egypt, and in 1822-1824, Jean-François Champollion translated the stone using the Greek text as a starting point to understand the heirogylphics. The Rosetta stone gave modern scholars a starting point to decipher all heirogylphics in Egyptian tombs and the like.
According to Wikipedia: "The Rosetta Stone was inscribed with three scripts so that it could be read not only by the local people, but also by visiting priests and government officials. The first script was Hieroglyphic, the script used for religious documents and other important communications. The second was Demotic Egyptian, which was the common script of Egypt. Before the Rosetta Stone was discovered ancient Egyptian hieroglyphs could not be read as they had gone out of use in about the 4th century AD. The stone bears the same inscription (regarding a Ptolemaic pharaoh) in three languages, Egyptian hieroglyphs, Demotic Egyptian and Greek. The scholars were able to read back from the Greek, which was known, to decipher the Egyptian languages. The stone was found by Napoleonic troops in 1794 and passed to Great Britain by virtue of the Treaty of Alexandria (1801).

The Rosetta Stone is a stone with writing on it in two languages (Egyptian and Greek), using three scripts (hieroglyphic, demotic and Greek). It is a text written by a group of priests in Egypt to honour the Egyptian pharaoh. It lists all of the things that the pharaoh has done that are good for the priests and the people of Egypt.
