How does the Environmental Protection Agency regulate various air pollutants as dictated by the clean air act?

Specifically, local vs. global pollutants and how the act takes into account the varying toxicity of pollutants.

    It's extremely complicated. People make a very good living by being expert enough to answer that question in particular situations. It takes them a long time to learn all the details.
