Windows Internet Explorer #7 not opening in guest user on Xp?
Microsoft internet Explorer #7 will open on the adminstrator side of windows xp but wil not open on any other user side, any guess

If you are xp home, there should be nothing that would interfere. Log on as guest and open internet options from within the control panel window. Default EVERYTHING and try again.
If you are XP pro, make sure that you havent locked the guest account out of anything in policy.
