    2 M HCl

    HCl is a strong acid and acids have pH less than 7

    H3PO4 is a weak acid

    NH3 is a base

    NaOH is a base

    the lower the pH the more acidic it is.

    NaOH is a strong base so you can scratch that off.

    i know that HCl is a strong acid so my guess is a.

    but you should check you book or notes to make sure
