Don't you think that a person who owes child support should be paying that before travelling the world?

It is a realistic expectation to have to comply with a court order and support the children that you brought into this world, after all.

Besides, there would be tons of Dead Beat Dads leaving for somewhere and conveniently never coming back, especially when they owe in the tens of thousands of dollars to their children.

They owe a court ordered debt. The ultimate leverage the court has to make a person pay the debt is the ability to throw the person in jail. The judge doesn't want the person to be able to flee the jurisdiction.

If the Passport Office is denying you a passport because of child support, it is because you are in arrears. I think it's a great idea.... I like the states that suspend driver's licenses too. The real "human rights" violation is the deadbeat father who doesn't support his own kids and expects the taxpayers to do it.

If they have enough money to get out of the country they have enough to pay their back child support. Besides while they are in country they can get pestered for the back child support. If they leave the country it's a lot harder to MAKE them PAY what they OWE!

Child support is court ordered. Not paying it is a violation of a court order, hence that person is BREAKING THE LAW. Criminals are not allowed the privilege of a passport.

Because he is not supposed to leave the jurisdiction of the court which has ordered him to pay the support without their permission, and they will not give their permission if he is not paid up to date. It is a way to coerce him to pay up.

Because once you leave the country you are out of the jurisdiction for enforcement of any US laws or judgments. Plus, it's motivation to take care of your responsibilities.

Because they don't want that person to leave the country and not be traceable.
