It was corruption within the Army not the Government. The forgery incriminating Dreyfus was made by a fellow officer of Dreyfus and not by some politicians in the Governement. It did not impact French society insofar as French society was divided between pro-semites and anti-semites as most European countries at the turn of the XXth century. So public opinion followed this pattern of division and you had one part of the country up in arms against the other, sometimes in the same family. Brothers against brothers, sons against mothers and so on. There was not one dinner, one family reunion in France during the affair where people were not shouting insults and often exchanging blows with others because of this terrible accusation. Eventually Dreyfus was innocented and reestablished in his rights. But he spent long years in prison and was a very bitter man.
