Let's just say, she's kind of too young. I started using it when I was in high school, and wearing it that young is just kind of too overloaded. Lipgloss is PERFECTLY fine, that's why they have Lip Smackers and all that children's brands of lip gloss/balm. Lip gloss is just the typical kind of thing that I started wearing when I was ONLY 9. I had dry, chapped lips, and I did try to impress most of the boys. Yes, I know, pretty immature. But that's how I got asked to the dance, being natural, not being too overloaded. Liner, is, ehhh, it's okay and all, but not on little children. Mascara, not really. It's real un-kid like. It's way to overloading. Light smokey eyes, definite no-no. It's just, too much adult/teen stuff. Your little sister shouldn't be this young, just tell her wear makeup, but for fun, just not in public. People will think, 'Wow! What a young child, is that mascara and lipstick on her?' Wearing lipgloss is awesome, lipstick, no. Be yourself, it's not just because of your face.
