Scrtach coat is merely the first coat of mortar. It's scratched to give the next layer of stucco something to grip and hold onto. After you spread the scratch coat you need to draw horizontal lines across the mortar. I used a tool to simplify the job. I got a piece of 1 1/2" X 1 1/2" of wood about six to eight inches long. I used two -inch finishing nails and nailed them through the wood at one inch intervals. Basically I built a comb. Then I "combed" the mortar, by drawing it across the distance of the wall, then dropping down and doing another score below it. Worked perfect. Let it dry, then apply your stucco, or top coat whatever it may be.
