I take AP Psychology so I think i can answer this,

Do you mean, does behavior apply to an action that is observed?

Yes, because in psychology, behavior is not influenced by environment in most cases but better yet, behavior is influence but the inferences of the people around you. If a child is surrounded by people who do drugs and hustle, then moreover, if they have no other source of hometraining, will look at that for an outlet. Basically is depends on the action itself, because behavior is not developed but learned hope this helps!
