Thank you for your question.
The short answer is no.
So far, there have been two non-British James Bonds namely Australian George Lazenby in On Her Majesty's Secret Service from 1970 and Irishman Pierce Brosnan in Golden Eye, Tomorrow Never Dies, The World Is Not Enough and Die Another Day between 2002 and 2006.
In the 1967 version of Casino Royale starring David Niven, Woody Allen played a nephew of James Bond called Jimmy Bond.
However, actors generally have to be able to convince the audience that they are a spy for the UK secret service so British actors have had an advantage. It is not mandatory.
