Legally be used for what? Certainly not for a recall petition, or getting a bill on the ballot.

But e-mail petitions have political value: they show -- or are intended to show -- public concern.

But their intrinsic value even for that is less than that of pre-printed postcards that you are supposed to send to the White House to end the war, and so on.
