You don't really state whether there is a specific reason why you didn't give a refund. Is there a reason (like faulty returns) or is it that you just don't give refunds.
If you don't give refunds, you must state it somewhere in your shop, making sure it is somewhere that all customers can see it.
Maybe you could give a credit note. That way, you don't loose money and the customer can buy something else.

Tell why did you say no, the concerns of running a shop (cost issues, principles, etc) and impact on the customers/society if you say yes. Empathise with the person who brought up the issue to the media - s/he must be quite affected - relate how you had tried to help but stand firm on your reasons. Lastly remember to thank this person, because s/he gave you a chance to clarify the matter in the media.

State your refund policy.
