Is the question, "What's up?", a rhetorical question?

    Not really. You don't say "What's up" for the purposes of bringing up rhetoric, but rather for the purposes of asking someone "what is going on in your life as of this day" or the like. It's more along the lines of a simplification.

    Yep. But I sometimes answer it literally, just to be a jerk.
