despite what you or your kids think, you can live without a bionicle, whereas food is needed to live

Taxes are source of income to the government. Since toys sell in large numbebrs and parets do not mind paying little more to please their children, the government impose tax on toys. It is not an essentail item to exempt it from tax you see.
