is it the ignition switch or the key that is causing theft system problem 99 deville?

if it is an after market anti theft system you might need to have it removed.

If the chip in the key is in good shape, then it's probably the ignition lock cylinder. There are 2 small wires attached to the lock cylinder that are prone to break after years of use. Don't try to fix it yourself! It takes experience and special tools.

If you are experiencing an intermittent no start condition you probably have a bad ignition lock cylinder the two wires that come off of the cylinder tend to break due to normal use.
