Most of the earthquakes occurs at tectonic plate boundaries.

This will occur when the accumulated stress (because of the movement of plates ) exceeds the bearable limit of the tectonic plates at that place.

Earthquakes are most likely to occur along fault lines, and near transform and convergent plate boundaries.

Anywhere and at anytime. No one can predict earthquakes but they are most likely where tectonic plates are colliding, like the "ring of fire" surrounding the Pacific and in the Indian ocean.
