Can a local utilities company (PG&E) deny service to a customer ?

PG &E denied service because a prior tennant has outstanding balance.

Pacific gas and electric is central valley area (Fresno,CA)utility service provider.

    If you can prove that you are not the prior tenant, they cannot refuse you service. You just need to go into your nearest PG&E office and tell them the situation.

    No, this falls under the same thing as denying someone to be able to eat at a restaurant for their color. You just cant do it. This is also probably the main or only utility company in the area and them denying you essentials is a violation of human rights

    I'm not sure they can deny service because of something that you didnt do. But they can charge you an outrageous connection fee. When I moved to my current address I got charged an outrageous deposit because of the prior tennants.

    Any business can deny service. Especially if it is due to non payment.
