How can I make a flapper/50's girl halloween costume? Or what should I buy to create an outfit?

A flapper girl is 20s, not 50s; that is poodle skirts and saddle shoes.

This isn't a home & garden question, but I will answer it. If you are sewing a flapper costume for a little girl, it's super simple. Pick out the fabric for the dress such as "confetti dot" sequined fabric or satin. Cut a rectangle that has dimensions of chest + 5" by armpit to mid-thigh + 1". NOTE: if hip is bigger than chest, use the hip + 5" measurement for the width. Sew lengthwise into a tube and the seam should be the center back. Sew fringe onto the bottom of the tube, thus hemming the dress. Cut a 2" strip of fabric for facing and also cut one of those from fusible interfacing. Fuse the interfacing to the wrong side of the facing with an iron. Turn under one edge and topstitch it. Pin the other raw edge to the top of the tube dress with wrong sides together and stitch, overlapping ends and stitching down where the center back seam is. Cut 2.5" strips of fabric for the straps and sew into a tube, right sides together. Turn them rightside out and then press with an iron so that the seam is at the outside of the strap. Check length and sew the ends of the straps down wherever they look & feel good.

IF you are making the flapper costume for an adult, you must cut a front & back and actually make bust darts or the fit just won't look right.

Find your nearest fabric store & look for sales on patterns - sometimes they're just 99 cents!

Flappers were from the 1920s, not the 1950s. So decide what you want.

Decide, first. Flappers were from the late '20's. 50's was bobby socks, saddle shoes, poodle skirts and lettered sweaters.

Get a movie with the Roaring 20's. Most of females I remember had a dress on with dangling sparkling rhinestones. Sort of like in Chicago's Velma Kelly and Roxy Hart that was played by Catherina Zeta-Jones and Renee Zellwinger. The short haircut, wavy perm hair. Also the headband with a small feathers in it. good luck and HAPPY HALLOWEEN!
