question about basic chemistry?

When I draw the Bohr Rutherford diagram of Rubidium (Rb, 37 electrons), I keep getting 3 valence electrons, but it's supposed to have only 1.

What am I doing wrong??

    first shell has 2, second 8, then 18, then 8, then 1

    you can check any Inorganic chemistry book as Cotton book where you can find diagram for that
