    If you're talking about Frame Relay, they need to be unique per switch (and possibly per switch and per interface).

    This is to ensure that when you build your frame relay routes, that you have unique endpoints to pass traffic.

    For instance, if I had two endpoints labeled 611, how would I know which one to send it out? Instead, I may have endpoint 610 on one interface, 611 on the other interface, and be able to link them up.

    Once you go to another switch, there is no real reason that I am aware of to not reuse numbers. If you don't, you'll very quickly run out on a large network. The company may have standards, however, for the sake of reducing errors within the environment.
