Doing American Immigration Consulting in PANAMA?

Can anyone tell me if it is legal for a non-attorney to do American Immigration Consulting work in the Republic of Panama? Or put differently- what are the legal requirements/ registration process for becoming a consultant helping clients with advice/paperwork (no court work) who want to emigrate from Panama to the US?

Update:

Does anyone know if Is it legal for a non-attorney to do American immigration onsulting work in the Republic of Panama? - put differently - what are the legal requirements/registration process to do work where you consult with Panamanians- in Panama- who wish to emigrate to the USA (no court work, just paperwork and advising). I have a US law degree but am not an attorney.

You must have a law degree... no para-legals are allowed to conduct interviews or consult with prospective emmigrants.
