    a. Certificate of Eligibility is issued in connection with a loan at the time the application is reviewed (usually VA but also FHA) - NO

    b. Valuation of Conditions reports to the lender what is found deficient during a FHA appraisal - see d

    c. Certificate of Reasonable Value (CRV) is issued after a VA appraisal - NO

    d. The Valuation (b) results in a Notice to Homebuyer which has a summary and is required to be sent to the applicant-borrower within 5 days prior to closing.
