Arriba means Up or Above used loosely as in,"Rise up let's go". Andalay is a sort of slang term for, "Lets go,or lets get going". So basically he is saying, roughly, "Rise up, lets get going!" in a very motivational way...

In English it would mean un-delay, like undo or change whatever is delaying you. In Spanish it means hurry up or something. Arriba is him saying "a Arab a Arab a Arab" with an accent, "a Areeb a Areeb"(his English isn t so good). So in English it means "un-delay a Arab", or "a Arab, un-delay". He sounds like an American who is paranoid around Arabs, probably a Republican. In Spanish it means "hurry up lets go", or something. Sorry did I misinterpret the question? ;D
