Responsible pet ownership is the answer to pet overpopulation.
Animals do not know any better so they are not irresponsible. Yes, humans are irresponsible, especially when they allow their pets to have one litter after the next. People need to realize that animals are special, and that they should not be treated as "disposable." Animals have a right to have a good life and a good home.

Dolphins and humans are the only animals that can have sex "for the fun of it" Animals are doing what is natural, and that would be to reproduce to keep from being extinct. It is up to us humans to spay and neuter our pets and be responsible pet parents. And as far as the treatment of animals...define "normal" ?

every state should require spaying and neutering just like they require rabies shots, if a person wants to breed their animal they should be required to pay for a permit to do so (say $200 or so) and getting caught breeding should require a larger fine,
that would stop all the indiscriminate breeding, maybe it would make people take better care of their animals and appreciate them more
