is there a way to stop facial growth?

if repeatedly plucked from the root (let's say 4/5 times); will it eventually stop growing/ producing new hair again?

The only proven way to stop hair growth is electrolysis. Laser can also work, depending on your skin/hair. Tweezing will actually make the hair grow back thicker and faster, since it stimulates the hair follicle. Basically, whatever doesn't kill the hair follicle makes it stronger. Caffeine can also stimulate hair growth in some people. You might try bleaching, or see your doctor for an ointment to slow the growth.

Laser hair removal works but it is expensive.

Well, you'll just have to quit ... oh, that has to do with hair growing on the palm of your hand. Never mind.
