Providing that the wiper blades are in good condition, the best thing to use is rubbing alcohol. It is the best cleaner for rubber wiper blades.

Don't bother cleaning windshield wipers. They should be changed about every six months. They only cost about $5 per side, and most auto parts stores will install them for free.

Ordinary soap and water. If you wipe the blades and black stains appear on the cloth, time to change the wipers.
