What does the BLM consider an animal unit to be for cattle and sheep?

It sounds like you are referring to the Williamson Act, not BLM. The Bureau of Land Management is public lands that are guarded for conservation, etc. The only wildlife they really get involved with are wild horses and burros.
If you are getting a tax break for having sheep or cattle on your property, that is most likely through the Williamson Act, which doesn't care how many, just as long as you meet the yearly income requirement.
