When I moved from Nevada to California in 1999 I noticed a huge difference. People in California were short & rude. Where Nevadans were more friendly. I wouldn't even say that Californians were more professional & efficent them seemed to have an overall attitude of "I don't give a F***k". I thought that it was like that because of the fast paced life style in Cali, but when I went to Salt Lake City, Ut. on a business trip I recieved the worst customer service I had ever recieved in my life. (when I complained to the manager the rude-employee came over afterwards and cussed me out acting as if she wanted to fight me.)
I don't know if this answers your question or not, I think customer service has been on the decline in the past decade as a whole.
