my daughter is being harrassed by another teenager how do i file a complaint against this other person?

this has been going on for months and has spilled over from school to calls at home

i have already spoke to school officials about this problem, they just don't seem to be able to do anything about this. I am ready to take this to our local law enforcement, but I'm not sure exactly what filling a complaint will do to help. I have talked this kids parents and they obviously have no control over their child.

    Have you tried talking to this other kids parents? They might not even be aware of the situation.
