Developing countries have not acieved developed status despite embarking on development strategies. Why?

Please help me with this question. Thx for your help. =)

    Lack of freedom. It robs the inhabitants of those countries of any incentive to create wealth.

    Actually, some have....we just don't think of them as 'developing' anymore. Examples: South Korea, Taiwan, etc.

    Developing by its very definition means a country that has failed to develop. Once it develops it is no longer considered 'developing'.
