    It is a small section of land between Virginia and Maryland that is part of no state. It's function is to provide a site for the U.S. Government and offcial buildings, such as the White House, that is in the U.S., but yet not in any state.

    It is a Federal District that contains the City of Washington. As such, it is a separate entity under the direct control of the federal government and not part of any state in the union.

    The other answers are correct with the exception that the District of Columbia is the D.C. in Washington, D.C.
