Who really said this? "Give me ten minutes to talk away my ugly face and I will bed the queen of France"?

It's always attributed to Voltaire, yet Wikipedia/Wikiquote has a large number of his most famous quotes, and this isn't in there.
Update: Ross Jeffries was definitely the one that first picked up on this quote, but he also attributes it to Voltaire. I want outside confirmation from a source OTHER than Ross Jeffries.
