V for Vendetta quotation?

What is the sentence towards the beginning of the movie where V says a very long sentence and almost every word begins with the letter v?

Update:

Yes, it is pro-revolution. Although, it's a bit late. Surely it didn't take a movie to show you how bad things have gotten...
