Well, according to the Better Business Bureau of Denver (where Outskirts Press is located) there have only been two complaints against them in the last 36 months. However, according to the BBB it only rates them a "satisfactory" rating rather than a "good" or "excellent."
Also, Outskirts Press is considered a "self-publishing" business, where the client pays to have their writing published rather than an author being paid for their work. In these circumstances, you will never see money from this publishing company, regardless if you publish your book or not. They'll print your book, but you're responsible for ordering (and paying for) the copies of the book and sell them yourself.
Also, there are no records (as far as my research tells me) of any of the Outskirt Press books reaching any kind of commercial bookstores, individually owned bookstores, or libraries. I have very little confidence in these kinds of companies, and I've never heard or read anything good about them.
My advice to you, get your money's worth out of this particular encounter and then find a publishing company with a better reputation. Writer's Market is a great resource to find good publishers to send your manuscripts to. Best of luck in your writing endeavors.
