Although Army General's are authorized to make their own Uniforms, the current thin black leather belt with a 18K gold buckle with an imprint of an eagle on it was brought about in 1943 by then Army Chief of Staff General George C. Marshall because he wanted Army General's to look "dressed up." The original intention of the belt was for the General's to carry their sidearms at all times outside of battle, and was first made in 1944.

If you look throughout history, Flag Officers have worn different ceremonial belts to hold up their swords, but this is the origin of the current belt.
