Can't display Japanese on my computer?

Typically my computer displays japanese just fine. But I tried to download the Japanese version of Yahoo! Messenger and I can't read any of the instructions to install it. All the words just appear as a bunch of question marks. I already have the Japanese IME from microsoft.com. I'm running Windows XP. Is there anything else I need to properly display japanese on my computer?

    Go to control panel----regional-----language options tab

    Check both boxes for install asian and right to left languages. Have your xp CD handy or a place to point to the I386 folder.

    Reboot.
