EITHER GOT HIT BY A CAR AND THE DETECTIVES LEFT THEM OR PEOPLE THROUGH THEM OUT THE WINDOW OF THEIR CARS, OR THE HOMELESS THAT SLEEPS IN THE BUSHES ON THE FREEWAYS.
