In vivo, by enzymes and the like. Chemically, I guess you could use something like mCBPA or similar.
The basic formula for the reaction is R3N + [O] -> R3N=O (not really a double bond, more an N-oxide, with a formal +ve charge on the nitrogen and a -ve one on the oxygen.
