I think it's because you are trying to contact someone who is no longer alive. Mr. Doohan passed away last year. Maybe you should try for Kirk? Ah, then again, he's too busy hosting tv commercials, so I think he's stuck on earth. Heck, I don't think any Federation vessels are in space right now.
