one definitively...although 2 was pretty entertaining, just not nearly as knock down drag out awesome as the first. There's a reason why the first one comes first.

two... much better then the first. Much more action. Alot bigger of a story. At times it got confusing with so many story lines but it all ties together some how in Part 3

Curse of the Black Pearl was and is a great movie. Dead Man's Chest is a horrible, horrible chain of random events that doesn't deserve to be called a movie. In short, the first one was better.
