if you have 6 pennies, and you need to make two rows of four, how do you do it?

if you put them all in the same row, then technically you have 3 different sets of 4 pennies in a row. Whatever the way you want to do it, you need to reuse at least 2 pennies, which is impossible to form different rows of 4 unless you do it this way.
