Can an unlocked phone access the internet?
If I were to take my SIM card out of my Cingular phone and place it in an unlocked phone, such as a PDA phone, would that new phone be able to access the internet, even if my current plan does not have internet access included?

Simple answer. No.
Accessing the internet requires first of all, a phone or a smartphone or PDA that can connect to the internet via a variety of ways.
You sound like you are hoping to access the internet via the wireless phone's carrier network. In that circumstance, you will need to first subscribe to the carrier's GPRS or data service. Or at least have it activated. By default, it isn't.
If you wish to access the internet wirelessly using the carrier's GPRS service, you have to first have that enabled on your account (there's no such thing as a "free lunch"). Once enabled, then, you can access the internet. And the carrier will charge you depending on either a monthly plan of a certain usage limit, or based on the data you have used.

No. The internet is an additional data service that your account has to pay for. Just because the phone has a web browser, doesn't automatically turn on that service.
