who decides what phone company has exclusive rights to an area?

    The FCC controls phone companies, both ILEC (Incumbent Local Exchange Carriers) and CLEC (Competative Local Exchange Carriers).

    most states have the fcc which controls the phone companies. each city or county might have a contract, but once its up, others come in or sue to get in under the anti-trust laws for monopolization.

    the fcc does thank god for compainies like skpe, and guest-tek

    skype provides phones for resdence via internet ip phones if you have good high speed internet system they have a decent phone system

    guest-tek is great for buessness they can use your phone system and convert it to a IPPBX for voip calling they are about 15% cheaper than mitel 40% cheaper than nortel or NEC
