Usually in our bureaucratic system, the subordinates will propose A, B, and C scenerios for the director to decide. When a certain program chosen by the director fails, it is the director that should account for the failure. However, this kind of condition doesn't exist in Mory Chang's management. Only when a person takes the whole responsibility can he/she make discreet decisions, and go all out to achieve the goal, otherwise he/she will try to evade responsibility and things are bound to fall apart.
