"Welcome on board" feels like you are joining a team to do something. You are now part of a team working together. For example, you just joined a new company. Your manager might say to you "Welcome on board."

"Welcome aboard" feels like you are joining a movement. You are not really doing anything, rather, you are being carried along. For example, when you get on a boat, the captain will say "Welcome aboard."
