Write the address in Chinese so that the postman in Taiwan can deliver it more easily. But make sure you write Taiwan, R.O.C. at the very bottom of the address. Bring the package to the post office.
I would suggest you NOT to use the priority mail. It's a flat rate service, which automatically assume your package to be like 20 oz or some ridiculous weight. Just use normal air-letter post, that is the best rate. They'll then have you fill out a custom form for package that is under 1lb. The custom form is green and whiteish for package under 1lb, the custom form is 3-ply white form if it's over 1lb.
I would also suggest against online-pickup, as you would have to use the international priority if you don't have a weigh scale.
Also, the postman at the post office are there to help you. That's their job. If any of them give you fuss about anything, ask to speak to a manager. Some people who works there are just jerks. But once you ask to speak to a manager, they'll tone it down a lot more.
If you know the weight of your package and the correct postage needed, just put the enough stamps on the package and write "Airmail" to the left side of your TO: address and 丟入郵筒. It's okay to 丟入郵筒 for package under 1lb. HOWEVER PACKAGE OVER 1 LB, DON'T 丟入郵筒!! Go to post office and fill out the custom form.
