Africa either doesn't have the market for Yahoo to create enough advertising revenue to support the local portal, or Africa doesn't interest Yahoo at this stage as a market.
I think Yahoo is very silly, since there are so many Africans with a Yahoo.com email address, that they visit the web page every day, and they could make lots of money and create a better brand in Africa by creating local content for Africans in many countries like Kenya, Cote d'Ivoire, South Africa, Ghana, Nigeria, Senegal, Angola, Tanzania, Uganda, Democratic Republic of Congo that are the main markets in sub-saharan Africa for Yahoo!.
It would be great if Yahoo! could create local content in terms of links to news sites, other media providers like local radio stations, local gossip pages, maybe develop a yahoo market place for some countries in Africa to sell goods online. It would make the Yahoo! experience in Africa more enjoyable, and more relevant to their lives, but Yahoo is most used since the website is quite light in pictures (MSN downloads slower in Africa I remember), and more reliable than gmail, so less errors, and the news is interesting to have as most people can't afford to buy a news paper every day in Africa, so it's nice to have many things at the same time as you go online in an Internet Cafe in Accra, Abuja, Nairobi, or anywhere in Africa really.
