SSL means Secure Socket Layer.
The Secure Socket Layer protocol was created by Netscape to ensure secure transactions between web servers and browsers. The protocol uses a third party, a Certificate Authority (CA), to identify one end or both end of the transactions.
Its not the error in your PC
When SSL certificate of a particular website expires, you gets the error message "SSL Certificate expired", In that case wait for some time until the site fixes that error & later on try again.

SSL Stands for Secure Socket Layer. It provides a secure connection between internet browser and websites, allowing you to transmit data online.

SSL stands for "Secure Socket Layer" , these certificates are to ensure the integrity when you try to connect specific ssl enabled websites etc . . . , try re-installing your browser
