    That depends. Do you want to be just a web designer, or also a developer? Or, do you want to be development-focused?

    If design is your goal, you want to be good with design programs, such as Photoshop, Illustrator, Omnigraffle, etc. You also need a solid understanding of UI (user interface) and UX (user experience). You goal would be creating designs that are attractive, user-friendly, and that make sense in the context. Designers should also have at least a good understanding of HTML and CSS, and a general idea of how things like PHP, JavaScript, Ruby, etc work.

    If web development is your goal, then you need to focus on learning HTML, CSS, and JavaScript; and some (but not necessarily all) of the following: PHP, Ruby/Ruby on Rails, .NET, Java, and others. You also want to have a solid understanding of at least one CMS (Content Management System), such as Drupal, WordPress, Joomla, etc. You should also be comfortable with FTPs and web servers. Also, you won't be taken seriously unless you have a GitHub account. A text editor is your base tool.

    You can also straddle the line a bit as a Front End Developer; that requires strong HTML, CSS, and JavaScript/jQuery skills, including the ability to use Ajax; decent ability as a designer (or at least a solid understanding of how to best turn a PSD design into a working web page); and generally at least some ability with PHP. Front end devs also use FTP programs. Again, your main tool is a text editor.

    All three are their own complete careers. Trying to do it all tends to result in none of it being done very well. With both development ones, use of things like LESS and SAAS are also becoming a big deal.

    To begin as a web designer you should at the bare minimum be fluent in Adobe Photoshop. Once you master that you can move onto programs like Adobe Illustrator, etc. You should also be a great artist with pen and paper. It will help you a TON in the long run.

    css for styling your page

    javascript for making the page interact with user

    php for server sided stuff

    start with dreamweaver and leave the html and css on it , concenrtate on jquery for animations and php or some cms like wordpress for backend stuff
