If you don't need to lose weight, potatoes are actually paleo and fine to eat though sweet potatoes are preferred. Don't worry. Buy what you can afford and eat like 70 or 80 percent paleo. Even that will make a huge difference. Also you can eat things like white rice in moderation. You want white not brown because brown is covered in anti-nutrients. Mark Sisson, the primal 'guru' calls it a safe starch especially if you exercise a lot. The Perfect Health diet, a version of paleo allows potatoes, sweet potatoes, rice etc regularly. Not everyone follows a keto version of paleo.
One last thing, you can also look into the 4 hour body or slow carb diet which is called a gateway to paleo by many. Tim Ferriss allows beans and lentils if they are prepared properly to remove them of antinutrients. On a paleo diet they should be fine in moderation (your 20-30%) even if they are not paleo since they are cheap and should fit your budget. They're not the most offensive things to consume out there in the sense of whats paleo or non paleo. Much better than eating sugar or refined products and they are very low gi.
